In question time today the Treasurer was asked when gross debt – subject to the debt cap – would peak.
Wayne Swan couldn’t answer, instead quoting the market value rather than the face value of gross debt. The debt cap is assessed based on the face value of securities on issue subject to the limit under the Commonwealth Inscribed Stock Act 1911.

The Gillard Government has finally admitted its implementation of the National Business Names Register has been a failure, after it was forced in the budget to throw $7.8 million at a problem it created, according to the Shadow Minister for Small Business Bruce Billson.
Mr Billson said the Government had already thrown $125.2 million at the National Business Names Register in the 2010-11 budget but because of its poor implementation of the scheme and hundreds of complaints more was now needed.

They got their figures completely wrong last year and they have done it again this year.
Last year the government overstated their revenue by six times the current forward price for 2015/16 when they imagined the price would be $29 for carbon permits in that year.
Now they have had to write down over $5 bn of phantom revenue for 2015/16 alone. As a consequence they have broken their promise, and axed their legislated tax cuts.
